Census Problems in Pakistan

Analyse an issue:

The National Assembly was informed on Friday that the government could not go ahead with the planned census until the General Headquarters assured it of elaborate security and administrative arrangements required for the 18-day exercise.                                     (Dawn News  2-19-2-16)

Response:
The government is seeking help to overcome the security threat for the administration and workers for the secure and complete conses in the country which otherwise cannot be successful without army support.
Fata , Balochistan and some parts of Sindh are against the census or they want to aloof from it. The reason behind that is, they are covering the terrorists. I  am not targeting the whole province or large areas but only some areas or regions. They are hiding the banned personals in the country which are not good.
On the other hand army is involved in many operations. They have to deal the huge frontier portion of the country. Therefore, army wants to stay aside providing security to the personal. Rather it would prefer and recommend police to accomplish the task.
